Check the diode, test the terminal if it give out voltage. If not, following the line of the silicone cell of the plate and see if it has been cut off. Some solar panels don't have diode, some newer types of solar panels uses transistor and not diode. Transistor might be affected, even the cell can give or turn open circuit which will make all repairs useless. If you can access the solar panel diodes then you should change them with the same specifications, and the panels will work fine again. Just open the port connector of the solar panel and change all the fixed diode and the wire with the same value. Then read it again. Replace the diodes for the solar panels then it will be okay because most times, they burn down. The inverter and the charging controller can be repair too. Some solar panels come with an inbuilt fuse, just check on the terminals where cables are connected. The positive side is connected to a fuse wire, if broken then connect it and test for the voltage. If you test the voltage from the panel wire and it gives you wrong voltage, remove all the rust you have seen from the wire it will work perfectly.
